What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to see and purchase upgrades.

It boosts

Costs

A Blacksmith Blessing, or an upgraded version thereof, can be used to increase the likelihood of an upgrade being successful. This item is helpful when you own an item or weapon equipment that has reached the highest level for its tier or is close to it. This item level upgrade lets you upgrade the equipment to the next level without the risk of breaking.

If an upgrade is unsuccessful it will be restored to its original condition. This is typically a downgrade, but could also be an upgrade. You should save an upgrade until you're close to the highest level for an item.
